I found one fuse under the dash which tested good. Is there a main fuse somewhere else that I need to check?

I agree with Tinys advice-change the fuse and and check one at a time and inline for continuity. All the current should flow thru the ammeter . Check it for continuity not voltage .

The wiring diagram shows a fuse block somewhere. I don't know where it would be located.

A bad fuse would not keep the starter from working
