'28 Chevy truck boy panels

Hi guys

the panel in front of the radiator, between the front frame rails is fastened by slotted pan head bolts, with square nuts underneath. My question, are the nuts underneath captured in some way so they won't turn with the bolt? I ask because I see no practical way to get any tool on them. I'm thinking grinding the heads off the bolt may be the way to go.

    If the rusty quarter-twenty nuts are still captured,  gently use a tap with cutting oil and the slotted screws will go back in.
