I know that I have read it quite a while ago, but what is the requirements? (Type and UL rating)

From the most current Judging Manual on the VCCA site, it lists the fire extinguisher requirements as follows:

"The fire extinguisher must meet current ANSI/UL standards and be rated for a minimum 5 B-C classification. It must have all seals intact. If it has a pressure gauge, it must read charged."

 

The $23 Kidde Basic 5 fire extinguishers at Home Depot seem to meet these minimum requirements.

Thank you Dane, I guess I am going back to Cosco.   I bought a UL rated 3-A:40-BC.   Thanks again.

The fire extinguisher that you purchased is ok! 5 B-C is the minimum rating, and yours is 40 B-C.  The 40 vs 5 just means that it is a larger fire extinguisher; you should be ok.

Dane does the rating make a difference?  Mine is UL rating of 3

Your fire extinguisher has multiple UL ratings, 3 A and 40 B-C. It exceeds the minimum requirements by the VCCA, which only requires 5 B-C. 

The ratings are explained fairly well here:

Fire Extinguisher Ratings | NFPA

The class letters (A, B, C, etc) are the types of fires that the extinguisher can be used on. The number is how large of a fire it can be effective on (not the best way to state it, but I think you'll understand). Larger number indicates a larger extinguisher can.

The bottom line is your fire extinguisher is a little larger than the minimum requirement for VCCA events, and it will be fine. Matter of fact, I just looked it up on Costco website, and it's on sale for $30. I may pick one up, as it is a better deal than the little $23 extinguisher that I linked to earlier.

Just a  tip to all, the extinguishers with plastic valve heads are a single use extinguisher, the ones with a metal valve head are re chargeable.
