Am I correct that when you bolt it to the frame it tightens down and should not move. The material that holds the steel sleeve in completely gone. That bling if I make Stella bushing to fit it and tak weld it to the arm this will eliminate a lot of slop and at least be a improvement.could not load photos will try again.
The outer support brackets need to be able to move forward and back. That way they compensate for minor differences in the brake adjustments. I am not aware of anyone making replacement bushings. I am sure there is a market for replacement parts.

@chip it looks like the bushing sticks out past the support on both sides. If you tighten it down it will pinch it against the frame and nut unless it’s left loose . If it pivots on the bolt with no grease fitting I guess that’s why they wear out. Guess I search the web for photos . Thanks for the info.
@kevin-ray The bushing is rubber and replaceable. I think I got mine from the Filling Station . The rubber allows the shaft to flex thus the "equalizing'" effect. Scrape the old one out-clean the hole and install the new bushing with some lube (I used WD-40) .

@kevin-ray The FS #was 30-371 but not sure they still carry it. Steele Rubber has them for $48.89 for a pair. Pt #60-0371-24.
