For the pictures it looks to me like an under seat heater like in my 47 Fleetline.
Actually, we do have winter mornings when an underwear heater might feel pretty good!
The kind of mornings that would freeze the b*lls off a brass monkey.
Given the intended location of the listed accessory, it just might help!

My 41 had holes under the passenger seat wear one of those would have gone. Never had the item but it would have made sense. The heater in mine was from an newer model also. We ended up removing the heater since it poured coolant everywhere.
