If the VCCA wants new members why don't they have the general public attend the shows?

I agree. When a big car show is going to happen (like at a National meet), the show should be promoted to the public so the local non-member folks can come and admire our beautiful and varied Chevy and GMC vehicles. This is how we 'infect' them with the club bug. 😉
Also, I suggest that the sponsoring region (chapter) of the meet have an info booth to hand out old G&Ds, answer questions, and tell folks to go to https://vcca.org/join/ to sign up.
When I take my truck to local car shows, I usually have a stack of old G&Ds to give away.

I totally agree. We have a local Motel that has quite a few car shows each year and the only way we know is by accident. We just had a nation Corvair show that was here for a week and I found out that by accident
Some VCCA event organizers with an eye toward attracting new members actively invite prospects to events. When the Western Buckeye Region (Ohio) hosted the Central Meet a few years ago they started an annual tradition of a show for non-members at the same time. Many new members recruited! Glad to hear members are distributing past G&Ds because some recipients will eventually join VCCA, but better to sign up new members on the spot if they are agreeable so it is good to have applications (printable at vcca.org) to sign up then and there or as an alternative to take home. VCCA Member Services can supply membership brochures too (memberservices@vcca.org). All efforts to recruit and retain members appreciated!
