Does this bearing look like it has seen it's best days awhile back?

 If this is too worn to use, what are my options?

There are no brass shims left, but if the bearing is useable, I'll take Deans lead and mill, sand file a few thousands off the remaining steal spacer, then add brass to fit.

If the bearings are not usable, can I get new ones, mike the journals, take them to a machine shop and have them reamed?

While you could file the conrod and cap ends to close the clearance I do not recommend it. I would be going the hard way and getting the bearings repoured unless someone else has a better suggestion.

Thanks Tony! Ya, I read the procedure Dean posted concerning grinding/filing/sanding the caps and bearing shells, or adding shims between the cap and bearing shell, probably the way I would go if the bearing is still useable. But I don't think they are. I was hoping someone would chime in with an opinion on the viability of the bearings, based on the pics. In the end, I assume I will be pulling the motor and getting the bearings redone.
