Removing Emergency Brake Lever

I’m trying to remove the emergency brake lever from the cross shaft on my 1931.  How is this done?

Any advice is appreciated.

It is keyed on so it should just tap off. Probably rusted on so some penetrating oil and maybe a little heat from a heat gun.
