Engine and transmission are back in the car so I am installing the brake and clutch pedals.
There is a clutch pedal stop that fits over the shaft between the brake and clutch pedal and it is adjustable. Can someone explain how to adjust the clutch and also the stop bracket?
I'd appreciate the help.

Tiny has given you great advice, and I would advise you to follow it.
Also, reprints of copies of the Chevrolet Service News used to be available, and I would advise getting them for at least 1929, '30 and '31.
In the mean time...
The pedal stop is used to adjust the clearance between the clutch pedal arm and the floor board to 1/4 to 1/2 inch with the clutch pedal right up against the stop.
The brakes will need to be readjusted after adjusting the stop.
Also, the linkage between the clutch fork and the clutch pedal should be adjusted to get 1 inch of free travel.

That is exactly what I needed. I printed out the page you scanned and will save it of course. I have the shop manual but if that info about the stop is in there I missed it.
