Can you tell the correct model year for this? The VIN plate has not been found.

The engine number for this "police car" is : GM 838941. And 14 added in on its own line. Anyone having drawings of the "prison" behind the driver?

The truck has a 1939 grille and front fenders so I would assume its a 1939 truck.The casting number is for a 1939 engine.

Number 838941 was the 1937 Canadian cylinder block casting number, also used in the US in 1939. The engine number is stamped on the pad on the side of the block. It's definitely a 1939, but was it seized by the Germans and then auctioned off/passed to the law enforcement post-war? Very interesting!

There is confusion in 1937-1938 and 1939 engine casting numbers.
The engines factory installed in 1937 were casting #838101; the engines installed in 1938 were #838710 and the engines installed in 1939 were #838941.
The 1937 replacement block for a 1937 was discontinued on 7-1-39 and the 1939 block took its place.The 1938 was discontinued 6-1-39 and the 1939 block took its place.Some sorces list the 838941 block for 1937-39 vehicles and this would be incorrect when refering to the engine block installed when the vehicle was new.That number would be correct only for 1939 and a 1937-38 that had a new block installed at a later date.
Due to changes in the block that were required for internal parts changes I am sure that the 1939 casting would not have been used in 1937 Canadian engines.The confusion/error came from later parts books that listed only one block for all years.

As to Canadian numnbers, it is very confusing! By 1936 McKinnon Industries Ltd had started doing the in-house castings for GM of Canada as against buying them in from Flint, and also using Walker Metal Products Ltd (formerly Hiram Walker Foundry) in Walkerville/Windsor.

Known Walkerville-assembled engine in New Zealand # R1248559 for instance has cast # GM 838941 21 CONV-3 with a date code I-11-6 for SEPTEMBER 11 1936. It has a # 838773 Head off a 1939 engine.

Other numbers (possibly Walker Metal Products) are:
1935 [Master]: # 837591/ Head # 837682
1936: # 1782594/ Head # 837682 say
1937: # 1788201/ Head # 838355, with later head # 838773 as a replacement
1938: # 838738/ Head # 838773
1939: # 838941/ Head # 838773
