The best way to straighten old wire wheels is to replace them. The second best is to take a 2x4 and a sledge hammer. Put the wheel on the back. Make up an indicator. A piece of wood with a cross piece is all that is needed. Determine how far it is out and rotate the high spot to the bottom. Place the 2X4 across the edge of the rim and smack with the sledge hammer. Use one hand for each. Re check the run out. When it is ok stop. It normally does not take too much to tap it back into alignment. If it does then an assistant is required to hold the board while you mash the rim. Make sure to have a long enough board so you don't hit the assistant with the hammer. It is easier to do without the tire mounted but it can be done with the tire mounted but the board must be cut just the right length and held in place with a wire, rope or ???? Good luck.
The third way is to find someone who can straighten it. A commercial tire and wheel service is your best bet.
