At the factory, the primer, paint or the undercoating followed by the primer and paint.

I ask because I am trying to do a true restoration on a truck(58 1/2 ton). I assume it is the same between trucks and cars. When I did some investigation I found rubberized coating followed by white paint. No primer. Because of the location of this discovery, I am confident it is not a redo.
