I have a pair of town and country horns that I want to connect to an existing 12 volt system. I believe I need to use a resistor to drop the voltage, but do not know for certain it is needed. Nor do I know what size to get if I do.

Any guidance will be appreciated.

12v won't hurt them at all unless you lay on the horn for a long time. As a kid dad would put 6v horns on any car we bought with 12v so they'd be super loud. For normal use you will have no issues.
