Since I was cleaning things I decided to take out the oil filler tube and wipe all the previous caked on oil and dirt off of it. When checking out the tube I noticed on one side of the inside there was some holes there. Are these vent holes or something else. Should they be clear of debris and what should I use to clean the inside.

I think I can picture the holes you are referring to. They are vent holes and assist in putting oil through the filler tube.

The inside of the filler tube should be squekky Klean.
