I grounded the terminal on the relay and the horn works. Looks like the button assembly. I can't find a diagram. Does the "S" clip ground through the two tips when downward pressure on thebutton presses it down? Appreciate any help.

When you depress the horn button the two long stiff wires ground the circuit and the horn should blow. You could also test the horn by disconnecting the horn wire where it goes into the steering column under the hood. There is a connector there,,,,can ground the part that connects to the column, not the wire in the column.
