My 77 vette's headlamps won't close. I have had the car for about 15 years and never had a problem with headlamps. Went to check the headlamp vacumn switch inside car and found that it has been bypassed by the previous owner but, as the lamps have worked for 15 years, that should not be the problem. Where do I start? Are the headlamps fused? The manual doesn't show any fuse. Any help would be greatly appreciated.

sounds like it's time to trace vacuum lines.

the headlites are actuated by a vacuum actuator which works both to open and close the lamps, depending on which side the vacuum is applied to. There is a vacuum control that switches the vacuum from one side to the other and is controlled by the headlamp switch. You may have lost vacuum to the switch or the switch is defective. I don't see how the switch could be bypassed and still allow the lamps to function.
